Jennifer Chapman was raised in Garland, Texas. She moved to Oregon in 2000 in order to attend Lewis & Clark Law School in Portland. She ultimately fell in love with Oregon and graduated at the top of her law school class.

During law school, she worked as a certified law student for the Oregon Department of Justice (DOJ). Upon graduation, she worked for two civil law firms before returning to DOJ in 2005 as a Assistant Attorney General. At DOJ, Jennifer Chapman regularly appeared in circuit courts throughout the state. She represented a wide variety of state agencies in civil trials, arbitrations, hearings, depositions, mediations and settlement conferences. Her work included child support matters, civil commitment hearings, recovery of restitution owed by offenders of personal crimes (while representing the Crime Victims Services Division), auto accident cases, breach of contract matters, tort claims, post-judgment collections and more.

In 2011, Jennifer Chapman became legal counsel for the American Federation of State, County and Municipal Employees where she regularly handled civil cases including litigation before administrative agencies and the Oregon Court of Appeals. That work required her to become familiar with the challenges faced by workers and managers in a wide variety of public and private industries.

In November 2018, she was elected to replace retiring Judge Ronald W. Stone. Her term began January 7, 2019.

Jennifer Chapman is married with four active sons.
