Rules, Etiquette, and Dress Code

Supplementary Local Court Rules (SLRs)

Each Oregon circuit court adopts Supplemental Local Rules (SLRs). These rules supplement the Uniform Trial court Rules (UTCRs). Rules are effective February 1 of each year unless they are adopted “out-of-cycle” by approval of the Chief Justice. View more information about UTCRs and SLRs.

Uniform Trial Court Rules (UTCR)

The Uniform Trial Court Rules (UTCR) are statewide rules that apply in each of Oregon’s 36 circuit courts. The UTCR promote the just, speedy and inexpensive resolution of cases, the efficient use of court resources and a uniform, consistent practice across the state.

Court Etiquette

  • Turn off and put away cell phones.
  • Speak up and speak clearly. Answer questions yes or no, so you are heard as court hearings are recorded.
  • No food or drink in the courtroom. (Attorneys allowed closed container drinks)
  • Be respectful to all persons; judges, staff, attorneys, audience, and defendants.
  • No chewing gum or tobacco use in the courtroom. If you are chewing gum or tobacco upon arrival to court, you will be required to remove them before entering the courtroom.

Dress Code (SLR 3.011)

Proper attire and appropriate behavior is required by everyone entering the Union County Circuit Court and will be strictly enforced. This includes defendants, witnesses, jurors, attorneys as well as all court personnel. Anyone arriving in the courtroom dressed improperly may be sent away until properly attired.
 
Please remember, this is a formal occasion and your choice of clothing reflects an attitude when appearing before the court.   
 
Attorneys, it is your responsibility to see that your clients are aware of the dress code for the courtroom.   
        
The following apparel items are unacceptable for anyone entering the courtroom:
  1. Tube tops, tank tops, halter tops, bare midriff tops, low cut blouses, see through tops, spaghetti straps, halter tops, or anything that is backless.
  2. Sheer or lacy tops are allowed as long as appropriate garment or camisole is worn to cover undergarments.
  3. Dresses or skirts shorter than the fingertips of extended arms. Must be modestly covered while bending, reaching or sitting.
  4. Shorts (on men or women). No pajama pants.
  5. Skirts or pants with waists that allow undergarments to be seen. No sagging, bagging or dragging pants.
  6. Clothing that is dirty or that has large holes; cut-off sleeves or pants.
  7. Hats or bandanas/do-rags.
  8. Clothing that display controlled substances (tobacco, alcohol, drugs), double meanings,
    hate motivated behavior, illegal activities, obscene gestures or language, profanity, sexual references, or violence.
  9. Slippers, bare feet, rubber shoes or flip flops (dress sandals are allowed).
  10. Chains that could be used as weapons.
  11. Garments meant to be worn as undergarments, worn as outer garments.
  12. Leggings when worn alone (allowed if worn as tights).
