Laws, Policies, and Procedures:The Citizen Review Board (CRB) was established as a result of federal legislation requiring periodic oversight of the cases of children in foster care. The Oregon Revised Statutes governing the CRB are Chapter 419A.090 through 419A.128.
 
The Oregon Supreme Court establishes the policies and procedures for the operations of the CRB on a local and statewide level. These are outlined with the CRB’s Supreme Court Operating Rules.
 
The CRB and the Department of Human Services also sign an agreement called a Memorandum of Understanding (MOU) that outlines the procedures and materials that are needed to conduct meaningful, timely reviews of the cases of children in foster care.
